Developing and implementing policies to address fuel poverty in Europe
Fuel poverty can be defined as the inability to keep the home adequately warm at an affordable cost. In Europe, tens of millions of people are affected by this situation.
There is growing awareness and understanding of fuel poverty and its causes which includes: low household income, high energy costs and poor standards of heating and insulation. Rising energy prices and ongoing economic uncertainty require urgent positive action.
The EPEE (European Fuel Poverty and Energy Efficiency) project, which brings together 5 partner countries - France, United Kingdom, Belgium, Spain and Italy - was launched in December 2006 to analyse this phenomenon, identify existing initiatives, and propose new solutions.
The European conference on 8 October 2009 will bring together key players and experts in fuel poverty from across Europe to review the first synthesis of works achieved by the EPEE consortium.
